They probably can, but I know how to turn it back on and how to locate the water shutoff pipes no matter how well the builders tried to hide them. Not a plumber, just know these things. Fuck them.
Plumbing system is probably different in America though, so try to find out where it is or get the maps of the plumbing for your area.
i know how to locate the water valve, but even if you own the house, you can get in big trouble turning the valve on if an official came by to turn it off (like, if you cant pay the water bill). it is illegal to prevent an official from turning off your water, also illegal to prevent him from turning the water off by building a cage around it. also i think they put a lock on it to prevent you from tampering with it when they shut it off.
That's why it's best to have your own water tank and collect rainwater. Even though I heard it's illegal in some states in America.
