"Cloud seeding," using airplanes to promote rain by introducing silver nitrate particles, was a well-known and above board technique in common use over fifty years ago. There is no reason to believe that efforts to manipulate the weather have ever ceased. Methods are undoubtedly much more sophisticated by now.
