So I take the top off, clean up the head and internals, test it out. Picture is perfect now. Put the cover back on, and picture is back to messed up/streaky. What is my malfunction?

Edit: thanks guys. Seems I just had to beat the distortion out of it. Note I can enjoy some poky little puppy.

Check for any cables that might be getting compressed between the cover and other parts of the VCR transport, especially the cables that carry the video head signals. Also check for anything that is rubbing on the flying video head that could be slowing it down which will cause a video output like you describe.
