It's to appease the fish people. You think it's the lizard people but it's really the fish people because they live in places you can't access. The submarine that went to see the titanic accidentally stumbled on a fish people lair and it was destroyed so what this means for you is don't mess with the fish people because they're really the ones in charge and you'll die.
The green laser is lilely a visual aid for the cartographer. The real data is being gathered using something else like infrared or radar.
