Its a matter of opinion for all but the jew and depending on where you live. I would probably say that "white" would mean that they are up to code and are properly licensed & bonded (usually). You might not get that with the Hispanic crew but if they have been at it for long enough they can be good and cheap.. It just might not pass regs. Well. you know where that leaves the last crew. Again, that is going to be based on where you live and who actually does those jobs.
