Even if you find a decent town, and there are a few, you still have to pay high taxes on pretty much everything. Even then you have to deal with tweakers, bums and ethnic enclaves almost everywhere.
Lassen county is a good bet if you don't need a local job and can bring your own money, the economy is almost non existent. It's mostly white and very peaceful but you have to deal with closed highways in the winter and hot summers as it's on the Nevada border. The range of environments is amazing, from alpine forests, volcanic wildlands, lakes, streams on the west end and high desert basin and range topography to the east. Very isolated and low population.
Most of NorCal is rural with rugged terrain and minimal services. Healthcare usually means going to Redding or Santa Rosa or dealing with country doctors who didn't make it in a bigger city.
You will see mental homeless, faggots, cross dressers, tweakers and degens of all sorts everywhere, as well as beaners, Chinks, Hmong, some blacks and a few native American reservations. It's a real culture clash, be respectful and don't pop off for no reason and you'll be fine. Guns are a reality and people get shot often due to the culture clash and idiots trying to hard at stupid games.
If you have children or plan to, do not come to CA, the education system is fucked and the state legis. are trying to pass a law to take your kids away if you don't fully support their state enforced "gender education".
NorCal is an amazing place full of natural beauty but it is still ruled by commies at every level. If you have your shit together you can have a nice life but it's a bad place to be trapped.
If you prefer SoCal check out Temecula, it's conservative also and right at the edge of the coastal weather influence as well.
