I need a place that I can point a domain that I own to, and host a simple website. No databases or fancy stuff, just some html and css. Maybe $10 a year with limited bandwidth.

I can do a free service, but I'd like to have something where it's the actual domain name instead of a host/subdomain.com thing.

Well then your search is over. Github is the answer.

I just have to make another github account. Yuck.

But, if it's a site like we talk about here on poal, I'd bet that won't work for github.

But that would break most hosting sites TOS.

Most of the hosts I've checked that do cheap as chips hosting don't like the TLD it has.
