It's already been used. It is used and then put in pools to cool and then most often stored in stainless steel containers and buried underground. Hanford, Washington is not some made up location. You can call it what you want but the fact is you or I don't control what they do and don't call waste and or if and when it is considered spent. The still store it with no real long term plan and they are considering dumping it into the oceans.
