Could he? Sure there's a lot he could do, with questionable legal authority. But why should he? Trump's lawyers aren't fighting it and have already negotiated the terms of the arraignment, so it'll happen at this point. Why should DeSantis stick his neck out? He might score some brownie points with conservatives by refusing to let it happen in Florida, but I'm sure the DOJ would just move it to another state.
