I think there are some that have it, but it's chronically lacking overall. Honestly, I'm a white man that doesn't have much empathy. I tend to work with knowledge and sympathy. I actually used to have empathy as a kid, but once I grew up, I became a testosterone monster (probably below average in T overall since 50% of people are below average, but I mean as a teen you have a huge influx of T that wasn't there before). I don't tend to do harmful things to people, because I know it will hurt them. I don't like hurting people in most cases. I don't empathize. It's not really based in, "I know how you feel" but it's based in knowing it's negative/harmful and not liking that. There is the honesty/morality dimension to people, and the Chinese are lacking honesty and morality.
