Easiest way is from your private message inbox. There is a block button there.

There's a button that says "blocked users" as in those already blocked. Can't see one that says "block user" ? So it appears you can only block someone if they send you a pm.

Or a mention, I’ll look into correcting this today, it used to be on every comment and we had an issue with people accidentally blocking each other so we changed it, perhaps it might be time to revisit that change.
