Pretty soon it will be "It will save six gorrillion children every year". OTOH, the states "grant you the privilege" of operating a motor vehicle on publiclly-funded motorways. And further require "operators" to possess the "necessary skills for safe operation of motor vehicles". Passing the examination for a Driving License demonstrates that you have those "necessary skills" LOL
