I just don't get the idea of starting a bank if you're an intelligence agency. I mean, you already have a sizeable federal budget, a considerable black budget, a decent haul from side deals with criminal groups. Why would you want to go to all of the trouble to run a bank? Running a bank is hard work.

The idea would only make sense, I think, to someone who had never worked at a bank and realized all of the effort it takes not to accidentally lose people's money.

They need some place to keep the drug money from central american and afghanistan. You think the crack and heroin just appear so quickly. It's the CIA or a part of it making huge cash and doing exactly the opposite of their job so they can retire rich. The CIA or as I like to refer to them the counter intelligence agency. There are likely a few hundred rouge agents that are doing shit like gun running and drug running. Hell if their planes were inspected with drug dogs and shit when they fly back it to the country they wouldn't have likely an extra billion of so from working to create a huge drug environment in this country.
