I think Occam's Razor explains that, if you keep stealing from a store it won't make money and will go broke. You don't need a conspiratorial explanation for it.

Further, I'm sure the gummint will help the po' people with deliveries and food banks (guarded by police, of course) to keep the residents fat and happy. There will be occasional expeditions to stores outside of the city but I don't think the raiders will be very happy with the responses they get.

At some point the Marxists won't need these useful idiots any more, and will halt food deliveries and close off the roads to those cities and let the problems solve themselves.

They want a race war. You can't have a race war if the apes stay in the city. Apes won't stay if they are comfortable. They also want to build smart cities. There are already plans for brand new cities. Some of the locations of old cities are the ideal location for their new smart cities. By getting niggers to willingly leave is a win/win.
