If I had to guess, it's because upvotes have relatively less importance than downvotes. Knowing downvotes helps enforce the downvotes-are-for-spam policy.
I personally dont care if Im downvoted into oblivion. Im not sure why others do. Music still plays...world turns.
Agreed. And don’t care either other than out of a sense of curiosity. And if you’re not spamming, hopefully you’re not getting downvoted. However, there are posts on which I will do neither; or I should say don’t up vote for one reason or another. My general rule is, if I click on it I will up vote regardless of the material. However, with the recent influx of users, I find myself clicking and not up voting. It’s sort of a compromise for not down voting those things with which I disagree but am not inclined to discuss because after all, they are my own biases.
It's more about enforcing civility through extreme transparency; I get it. It's a good feature to have, and enables anyone who's bored to sniff out brigadiers and bad actors, instead of relying on any one person to make a judgement call. I'm all for more transparency, wherever it fits. Hell, if I ever run a business with lots of employees: there'll be cameras/mics everywhere (where legal), and anyone who works for me will have access to snoop through them at will. I'm sure it's what nanny states tell themselves all the time, when setting up their dystopian nightmares. For me, it'd be more about covering my own ass— can't get sexual misconduct allegations if there's nowhere for you to lie about where it happened.
So then why not make the upvoats transparent?
Yeah, I wasn't commenting on that part. I meant as to why anyone would care about downvoats and upvoats, in general, is all. Maybe they don't think it's as important. Who knows.

upvote promotes discussion, not an agree button; some people would say that upvoting is the same as agreeing with the OP
Yes, I suspect a lot of people would say that upvoting is an agree button. I don’t believe the up and down buttons are agree/disagree buttons. I attempt to use them in accordance with what I believe is their intention and what promotes the most civil discussion. Doesn’t really explain why I can’t see the upvotes, though. It is perhaps a moot point (or explains it better) if everyone is not on the same page as to (what I understand to be) the intended purpose of said buttons.
Add some meth and possibly some heroin and it should start to make more sense.
