If that was the quote it would make sense, but it's actually the opposite ("Hanlon's Razor"), e.g., "never attribute to malice that which is explained by stupidity" but IMO that saying is fucking retarded (the real version of it, your version would actually be correct) because stupid people don't have literally everything work out in their favor 100% of the time, but malicious people often do.
Since it was first mentioned, normalfags and shitlibs have been using Hanlon's Razor to brush aside any criticism of their globohomo ideals and personalities, so I find it to be a haven for the weak minded, allowing them to pretend malice doesn't exist.
