That's kind of post-Enlightenment communist thinking. Communists like using extreme examples and sentences of what "we" shall do. They avoid explaining, that "we" means a (secret) police force killing dissidents in reality. The answer is a just law, individual freedom and eternal vigilance. "We" have no right to kill anyone because of his looks, descent or IQ. Guilt is individual and requires a criminal act before prosecution.
