I think everything should be legal but discouraged when they create degeneracy and sloth. This also must accompany an end to consequence-free use (no help if you OD). The public cannot be paying for the sins of its individuals.

Legalize it all.

Everyone who was in prison for drugs only, get released.

Those empty prisons get converted into usage centers for hard drugs, opiates, meth, cocaine, ect.

You can have as much as you want, but can't leave if you are high.

Should you be caught with hard drugs or high on hard drugs on the outside, you get sent there to get sober or stay high.
