Looks like a splice enclosure for extending or terminating a line while keeping exposed parts out of the weather. The fact that you say they're relatively recent hints that they are probably for fiber optic lines.

Weird orientation though; most splicers/terminators are hung horizontally.

Vertical is better to keep moisture from seeping in. This way water would have to travel upwards to get in.
