It's some kind of fetish impulse. Nudists tell themselves they are doing it for health reasons, but that is obviously untrue. It's the same reason teenage girls get nose rings. They want to shock others while telling themselves that they are adventurous and modern. When they take off all their clothes, they are breaking a human taboo, and this excites them. Not necessarily in a sexual way, although there is often that component as well.
