That seems doable, but I always have this mental block where if a proposed law/regulation is easy to circumvent then I think "why the fuck make it a law then!? anyone who wants it will get it"

Yep they will get it, if the age is 16 they try it at 14/15 cuz older friend, but unlike college, they come home drunk and get their ass kicked by mom and dad, learn very little from it, do it again, but over time the learn to handle it and not spaz out and get a Falony when they are "free and adults and know everything at 18 fuck you mom and dad"
