Where does it say they can tax some people and give that money to others. It specifically says such taxes must be uniform across the United States. It's not uniform if some people are paying and some are receiving.

It says uniform amongst the states, not uniform amongst the people. Believe me whenI say, I wish your interpretation were the way is was written.

Except it doesn't say that. It says:

but all Duties, Imposts and Excises shall be uniform throughout the United States;
