Sounds like you live in a big city or close suburb. Frankly, this kind of thing is why I traded city life for deer, turkeys, and chipmunks. I understand your situation may dictate you don't move far, but understand city life has become very unpleasant due to compromised mayors and city officials. You now live in a third world place. You realize the neighbors are a protected class, no official will do anything about it. If you complain, they will see **you** as a problem. If you persist, soon it won't be only the neighbors being a pain in your ass. (Ps) these neighbors only survive in an urban environment. You won't see many too far out of the city. I used to hate high taxes until I realized a benefit of high property taxes: it makes living there difficult for the very people you're describing.
