Neighbors are illegal I believe, and early in the morning he starts his car, autostart installed on an older honda. So it beeps in succession 3 times, two honks. it's cold where I live but I leave the window ajar for airflow.

So I tried to confront him, but he couldn't understand me so I spoke in broken English /spanish to get through to him. Well it continues.

Do I call ice, or is it even worth it since I don't know country of origin etc personal details?

While I'm tempted to tell you to call the cops or feds, neither will do anything. On top of that, just how much of a nuisance is it? Is it worse than any other 'normal' noise you'd hear in the suburbs? (I'm assuming you live in the 'burbs because no one I know who lives in a cit would risk it.)

You might consider lightening up a bit.

I should lighten up, just a nuisance. It's just a small city in an apt complex, it wakes me or my wife up regularly. I work nights, she works early so does not bother her much. And they have two vehicles both with the same aftermarket honking system. I can deal with less sleep until I can afford a housing death grip.
