There's Open Street Maps or OsmAnd+. both are open source- not sure if they're free nor do I know if they're in the google store. The foss apk repositories such as fdroid or apkpure should have them.

OsmAnd is avail on the store. I really like it because it navigates without data. Also I can pre-download the maps for another country and able to get around there without first having to purchase a local sim card or turn on roaming.
