Essentially all countries would have to become very competitive for people or they'd almost immediately be out of existence. Countries that were the greatest would have to be selective on who they let in or they'd go to shit quick.

Rules are - 1 - You HAVE to move to another country at 18. So if you're already in country #1 you have to move to country #2. 2 - The country you move to has to be the best that will take you, no next door country etc.

Well based on the way you're saying it derailed. That it lasted for 1000s of years. It seems the point which caused it to fail "recently" was speedier and "masser" forms of transportation.

Boats are what allowed slaves to come over. Now long distance instant communication teamed with other forms of even faster and better and "masser' forms of transportation are allowing highly coordinating, mass, long distance "immigration".

Maybe any country worth moving to will NEVER be able to survive this from here out.
