There is no question that most, if not all, large lotteries are crooked. The money goes to designated agents. How can anyone think the crooks would just allow some putz off the street to walk away with ten million dollars? It doesn't happen.
It's all theater, fake as can be. They figured out they can get more people to throw their money away when it gets that high. It's not like they ever intend to actually pay out this jackpot.
You can research this to verify. After Epstein died his estate won a lottery. I'm pretty sure the big ones are rigged. If they can do an election, a lottery is nothing.

IMO, the two big lotteries are rigged. The vast majority of the numbers on the tickets purchased are generated by a computer. (aka Easy Pick) Then, the lottery organizer has an hour after the lottery closes and the actual "winning" numbers are drawn. A simple check (for a super compute) reveals all the possible combinations that weren't on tickets sold. A little nitrogen (lighter than air) in the balls for the win and (something a bit heavier for the losing numbers) you have 20+ consecutive drawings with no winner.
