There are plenty of ready-to-deploy forum packages. For example, a fork of the old reddit UI is available here: https://github.com/notabugio/notabug You could also deploy Gnu Social or Pleroma for a twitter-like. Granted, it's not just plug n play, you're going to need some know-how, but it can be done with pre-existing stuff.
