Sadly though, this place will never be as cool as voat was
I wish I knew how to design websites, I'd make one like voat except it's exclusively tens of thousands of aggressive, "mobilized" bots that talk about where they're meeting up and doing violence constantly so the FBI will spend all their effort looking for them all over the country.
That’s a legitimate tactic. I call it noise to signal ratio. Some privacy apps over the years have used such a tactic , random clicks everywhere randomly, extra data of some sort… it’s the impossible to filter out the signal from the noise rendering the data set useless. Since that is .0001 % of the data it simply gets ignored for other low hanging fruit.
There are plenty of ready-to-deploy forum packages. For example, a fork of the old reddit UI is available here: https://github.com/notabugio/notabug
You could also deploy Gnu Social or Pleroma for a twitter-like.
Granted, it's not just plug n play, you're going to need some know-how, but it can be done with pre-existing stuff.
I know, I mean it's up like 99.999% of the time and those servers generate heat. How will they ever cool off. Voat was super cool because a shut off processor, is a green processor that is generating no heat.

Voat was badass, but damn that site was unstable. Seemed like it was down every other day
Yea, it doesn't go offline. Not cool.
The bear doesn't check your bits like that faggot goat did.
