If I were to hazard a guess, a non-insignificant percentage of drivers do not respect cyclists, visually ignore them, and fail to give cyclists adequate space.
Even though his extensions look like wire & wood covered in tinfoil, this cyclist is extremely visible. I doubt any drivers are going to clip him, and will in fact give him a nice wide birth.
Another theory would that he uses his Ben-Hur's Chariot (like mentioned below) to ride in other neighborhoods.
I've seen them on cars before, they remind me of the blades on the wheels of the chariot in Ben-Hur.
