Does anyone know the the limits that we could start setting up and holding elections for judges, sheriffs and representatives, and they simply stand on standby. Or possibly they could start holding trials etc, for who all is willing to show up and participate. Also collecting "taxes". Would obviously have to be essentially 'by donation'. But none the less they could send mail saying "there is no forced obligation, however written 'law' would recommend you pay this much tax for this reason".

Maybe this whole effort, could double as the funding for a third party?

Some people volunteer to pay donations to parties though. Essentially it'd be the same idea. The "whole new government party that also runs candidates in the current one".

There is nothing voluntary about taxes. Money given without obligation is called a donation.
