No it doesn't. The idea that poal is free speech is that there isn't a global set of restrictions. Sub restrictions are fine. Just as if I were to make a sub about bicycles I would ban the fuck out of posts relevant to alligators.

This has nothing to do with the rules around sub creation. This has to do with handling a sub. Additionally it's always been that free speech is about global rules the admin (AOU) won't curtail. Subs can do as they please (within TOS / the law) as any user of level 6+ (I think 6+) can make a sub if the current one is to their disliking and they feel they could do it better.
Can you point me to an all inclusive ToS doc with this info? That would be awesome! I looked around earlier but onybfound an updated ToS memo.
