First, childcare expenses are 100% tax deductible if it's needed so parents can work during the day. That ought to help out a little bit, even though no one wants their kids in daycare all the time, that might be the best he can do until they are older.
Second, he should be eligible for welfare, EBT, etc, unless he's making 6 figures, which doesn't sound like it. Take advantage of that, the EBT usually has so much for food, that he probably won't have to spend his own money on groceries.
Third, if he's got any family anywhere that can help out, even just for a few months until he can secure work and childcare, he should do that.
It's a tough situation, but if he's capable of holding a fulltime job, there should be a way to make it work. It won't be glamorous, but kids that age don't really understand if their parents are poor. They just want their parents around.

Yeah, ar first glance, it seems impossible to raise kids while while also working, but there is a lot of government handouts. Making under $50K a year, a single parent is likely not owing any taxes, but getting a check back. There's also a ton of charities out there for helping families just like that, to get school supplies, clothes, Christmas gifts, etc. If he's a smart guy who can manage his time and money well, he should be okay.
