Absolutely! I did the same a few years ago with my cousins kids, a silver proof dollar in a case for each of them with the hope that it would get them into coin collecting. A coin they would be proud of for years to come.
I'm not sure about giving scrap silver coins, too much chance that they might get spent by accident or on purpose in a childhood moment of foolishness.

My aunt did that with her kids. Gave them her fathers collection of silver coins and the kids spent them like cash.
