I'm not from the UK, so I can't really comment on if it is propaganda. I'm thinking they were called Asians before they became a larger issue in the UK. That is only my hypothesis. I've been waiting for someone from the UK to comment about it.
In the end I don't think the propaganda (if that was the goal) would be very useful. Everyone knows who they are no matter what you call them.
