The newest refinery was opened January of this year in Texas, beginning production a month later. I don't believe people driving less is the cause either considering gas prices were relatively stable at the beginning of the fake pandemic when a lot of people decided to stay at home instead of working. I'd be more willing to wager it has something to do with the meeting biden had in July with the Saudis.
