I think the Gideon v. Wainwright decision already covered the idea of having an appointed advocate. Your suggestion seems to embody the spirit of civilization in an ideal world. However, there will be many people that still require an advocate of some kind. Yes, these advocates have become very different over time. It would be interesting to see some sort of periodic judicial reset overhauls to counteract the effects of bureaucratic entropy.
