I used to use PayPal as an extra layer between seller and my bank account. PayPal used to be good for dispute resolutions. But lately it has become worse than useless.

I've stopped using PayPal. There's no reason to use it. I can use credit cards and other payment systems for everything. PayPal is tyrannical, besides.
