An interesting philosophical question. Consider the majority of citizens in your country. I consider them zombies, they eat, breath and have motor skills. That is about all. Their brains are dead, their eyes are lifeless, their mouths repeat things they hear without understanding. You can consider them alive in the sense that if they don't eat for an extended period of time, they assume room temperature. Then they can't hurt anyone.
