At that price, no unless you go with silk screen. The startup price is one of the cheapest, but still pricey if you're not building your own frames.

Sublimation, heat press, laser jets, and vinyl set ups are quite a bit more ($1k to 4k) & really depends on the quality you are trying to to achieve. I know it's pretty shite, but most professional printing companies require you to inquire of their prices through email instead of listings on their websites. That was the case when I was perusing the different models 3 years ago.

Get a heat press.

You can buy printer paper that you can print out designs from your computer then heat press it to the fabric.

You are limited to the size of a piece of paper for the design and you will be paying more for ink. But if you are only making small batches it should work. Very cheap startup.
