You incinerate by oxidizing. A cutting torch doesn't need fuel once the metal is burning in the O2 jet. The fuel is only there to heat and ignite the metal. So my ideal incinerator is somewhat like a cutting torch. It would be started on fuel and air like a melting furnace and then o2 would be blown at the subject to quickly vaporize it.
