I looked into electric heating jackets such as mobile warming ones, but I don't trust how long the heaters will work.

What I'm looking for is a jacket that's

Water proof Hoodie Has layers or removable liners

Basically I just want one jacket that will work in 60-70 degree weather and convert to be able to use in 20-30 degree weather, that I can just wear a short sleeve shirt on underneath. Right now I'm running 3 different jackets along with a shirt underneath and it sucks. I'm not really going for a fashion jacket either.

Price range is up to $450. What are you guys using?

North Face do a 'Triclimate' range which are convertible. Some of them have fleece inners, or thermoball gillets or with water proof outers that you configure depending on the weather. If you search for Triclimate you'll see what I mean.
