Forgiveness is to the benefit of the one offering it, not the one receiving it. And that forgiveness never need be known to exist by any other than the one extending it (again for that personal benefit of putting something to bed). It ALSO does not mean "not held accountable"....
So, sure, I'll forgive them because it's in my interest, it's how I move past it and stop being held back by them. Anyone who doesn't forgive is only harming themselves, living in a past that can not be altered.
I still hold the fuckers accountable for their actions though. There are consequences to EVERYTHNG, accept them and demonstrate integrity or hide from them and lose face forever.
