The United States and any political subdivision thereof are prohibited from enacting any tax, levy, or fee on the income or property of any natural person without first obtaining the consent of three-fourths of the persons subject thereto; and no tax, levy, or fee so imposed shall remain in effect for a duration exceeding ten years unless the consent of three -fourths of the persons subject thereto shall have again been obtained.
