saw em too while i was travelling. wondered why.

appatently its a manufacturing defect in the led bulbs made by the chinese and sold to state depts of transportation.

while not true UV blacklights, it was cool to see interstate service plazas bathed in a harsh purple light.

I don't think the manufacturing defect is the proper excuse. Not installing more of them would be the right thing to do when you notice there is a problem.
