Just get a light that uses emitters from manufacturer of quality emitters and is not made in China unless under the supervision of an American, European, or Japanese company.
There are literally hundreds of manufacturers of commercial LED lighting, so chances are if you just throw the terms you want into search and look at images, you'll find something you like.
For the ones in question, you could just ask the municipality if they can tell you who made them. Say something like you have a commercial jobber that's inquired because they want to use similar.
That's a good idea about reaching out to the municipality before going in on. I may be looking at equipment rental (almost $200) to do it so I'd rather not have to make another purchase and rental in another year or two.
