Those have been in the market for around 4 or 5 years, when ICANN made a reform to allow much more variety of TLD's (Third level domain, that's their technical name).

There are around 1200 different options to choose from.

You can create your own TLD but you must pay some serious money to ICANN and they must aprove of it.
