What do you even mean? .com .net .biz etc. are called Top Level Domains. There are like 1500 TLDs most are .com.
could one theoretically name a website something like nigger.faggot?
Yes. Just get it added to the DNS to point the IPv4 and IPv6 addy to that URL and vice-versa. But whether or not (((ICANN))) would be okay with it is another question.
Unstoppable Domains comes to mind. An actually good use of "blockchain" tech.
I don't get the point in going through anyone for your website name. For most people just go to hosts file and point www.faggot.niggers to whichever IP address you want it to go to, solved. No need to deal with (((ICANN))) or anyone else.

The point is that they provide DNS resolution that can't be shut down by kikes. So instead of your ISP or Joogle or some other kike owned organization providing you domain name resolution to IPs, it's on an immutable database.
So if I wanted to register "fuckniggers.andkikes" as a domain and have it work even against censorship at the DNS level, that's the only option to do it.
The amount of people who know how to use HOSTS to manually create their own local DNS is vanishingly small. Having an uncensorable, easy to use DNS record storage is obviously useful. It's also an obviously better scenario for everyone to have faggot.niggers to point to the same site instead of it being based on whatever the person involved in editing their HOSTS file wanted to point it to, because the latter is rife for abuse by kike organizations.
E.g., Joogle or the user's shitlib friend says "don't worry we have an uncensored DNS, goy" and then they point faggot.niggers to some honeypot fake site with shit about how great niggers and kikes are, that's an undesirable outcome.
The end user of it doesn't have to own any cryptocurrency or pay anything, only the person that created the domain does.
