This is how tyrants work. Harshly punish a small number of people, to scare everyone else into compliance. The sheep, being sheep, will never realize they outnumber and can hang the tyrants, because they're kept distracted by the theater that is "politics", and brainwashed into fighting other sheep instead of overthrowing the tyrants.
