Let's say there was a situation in which the police wanted to intervene, but civilians prevented this. Perhaps even using violence, or the implied threat of violence.

He should experience a trial and execution... they assisted the mass murderer by keeping the public from entering until an off duty border patrol agent using a borrowed shotgun went in and ended it b/c his wife was inside. The only people they 'policed' were parents and bystanders that wanted to help or get their kids.
